This High Level Seminar in the Mashreq Region will try to know better who are the social partners and how the social dialogue is institutionalized in this Region.

Contents:

  • The capacity of the organised civil society to interact in the decision-making spheres
  • Regional and cultural dialogue: human and social rights. Stability and social and economic sustainability.
  • Policies focus on people: Women, Youth, Unemployed and Older People
  • Policies focus en solutions: Good governance and education and vocational training

 

 

1.- TWO SUB-REGIONAL SEMINARS BETWEEN SENIOR MANAGERS OF ECONOMIC AND SOCIAL AGENTS AND A CLOSING CONFERENCE.

A Maghreb Seminar: possible participants might include representatives from Algeria, Morocco, Tunisia, Belgium, France, Spain and the European Economic and Social Committee.

A Masreq Seminar: with attendance of representatives from Lebanon, Syria, Egypt, Italy, the Netherlands, Ireland and the European Economic and Social Committee.

Each seminar will run for two days.They will be organized with the participation of potential participating countries, taking into account their points of view and interests.

Agenda items will be selected from the following thematic groups:

  • The contribution of economic and social councils to democracy: essential foundations for the consultative function, experiences of transition to democracy, different institutional models, specific questions (vocational training, social security systems, collective bargaining etc.)
  • The economic and social agents’ possibilities for consultation in the context of the Barcelona Process and the European Neighbourhood Policy, in particular within the framework of the national action plans.

Each country will be represented by five delegates and will be responsible for deciding whether this representation shall be limited to members of economic and social councils and similar institutions or whether it may include persons from different social strata, experts in socio-economic questions etc. ....

The ClosingConference will be held in Madrid (Spain).

The southern and eastern Mediterranean countries included in the European Neighbourhood Policy (Maghreb + Masreq + Israel + Palestinian Authority) shall be invited to attend. They shall be represented by their respective economic and social councils, social agents, members of their governments or parliaments, and experts from socio-economic and professional fields.

On the European side, all member states with an economic and social council or similar institution shall be invited to attend (Austria, Portugal, Italy, France, Luxembourg, Greece, Belgium, Ireland, the Netherlands, Finland, Estonia, Lithuania, Czech Republic, Slovakia, Slovenia, Malta, Poland, Hungary, Romania, Bulgaria and Spain); as shall the European Economic and Social Committee.

The aim of this conference will be to present a summary of the advances achieved throughout the different editions of the TRESMED project. Workshops and roundtables will provide an opportunity for reflection on the activities undertaken, their strengths, weaknesses detected, their impact, and possibilities for the future.

As far as possible, all of the foregoing will be included in a proposed action plan which shall be submitted to the plenary session of the conference for approval.

 

2.- TECHNICAL ASSISTANCE FOR PREPARATION OF REPORTS WITH THE ISRAELI ESC AND THE PALESTINIAN ESC.

Technical assistance shall be formalized via the organization of working seminars; in which different European ESCs will be invited to attend alongside the Israeli ESC or the Palestinian ESC. This technical assistance will be aimed at sharing knowledge on the drafting of reports and issues of interest.

 

3.-SUPPORT FOR THE CONSULTATIVE FUNCTION BY MEANS OF INITIATIVES IN THE FIELD OF EDUCATION.

TRESMED 3 proposes to open a chapter on the education of young members of trades unions and business organizations and representatives of other economic and social interests; thereby responding to one of the priority action areas of the Euro-Mediterranean partnership’s 2006-2011 action programme.

It will focus on people under the age of 30, who shall be invited to undertake a simulation of a typical competence of the economic and social councils: drafting a joint report on a subject of mutual interest (for example, water, vocational training, technological research and development etc. ). They will imitate the methods normally employed by the ESC of the region.

It is planned to constitute six teams each comprising six young people, who shall be nominated by their respective ESC or by similar institutions, and shall represent all the relevant interest groups.Each of the six teams shall be formed by three young people from Mediterranean countries and three from member states of the European Union. They will have to reach an agreement to draft a joint report on a subject of mutual concern.

Since it is a simulation, the young participants will not really be representing themselves, but rather they will become the representatives of an economic and social council other than that of their country of origin and, moreover, they shall also represent a different interest group.

Once the teams have been formed, their members shall have full working autonomy to undertake the simulation. Their opinions shall not be binding on their councils or other organizations to which they may belong. This training exercise will not engender responsibilities or commitments for participating organizations.

The working methodology will be that of the economic and social councils, with the sole exception that mobility will be virtual. To this end, young people involved shall be required to have access to a computer and the internet and language skills in French and English
